photoshop cs3 is the lastest photoshop version,

i like version 7, elements is good if you dont know how to use photoshop

best depends, to retouch and enhance elements would do it,

Full version of Photoshop if you're serious about photography. It's the ultimate!

If you're a student you should be able to buy the program at a greatly reduced price (up to 85% discount in Australia).

Adobe Photoshop Elements 6 will be all you need. Cost $100. Pay no attention to people saying you have to have Photoshop CS3. It would be a total waste of your money and would be WAY WAY over your head just starting out.
