Photo viewing software = lneed something specialized?

Question

I am looking for photo viewing software that makes it so that I can view an image full-screen and grab-able, moveable, with out a scroll bar.

Free would be great, or if Irfanview or Photoshop is able to do this, and I'm just not figuring it out right now.... and you can tell me how.

Faststone Image Viewer has a full screen mode; toolbars appear if you mouse over the screen edges
