Photomanipulation Requests?

Question

I'm looking for someone good at photoshop/manipulating digital photos, etc, who can work with a picture... The picture's not so great but it'll have to do, once/if someone feels like doing this ill give them the photo. It'll probably be of my friend just like randomly outside or something, sorry this is a weird request I know, just thought I'd try
