I have an image in photoshop with transparent background. its like a pencil sketch.

I need to

a) darken/thicken it and

b) add another line around it (kind of an outline of an outline or a shadow)

  2. Try altering the curves, the brightness and contrast to darken your line.

    I don't know of  a tool or process to simply add another outline, but you could use large spray brushes and  your choice of colour to directly draw a shadow into the image. Add a second layer before doing this so you can delete it more easily if you wish, and also play with the transparency until you have the tone and shade you wish.

    Another option is to add the second layer as  a "layer from background"  and make it more transparent ( like laying a second copy of the image over the top, only you can see through this), then you can offset this top image to give you a similar effect to drop shadows.
