she took a background and cut her photo out and pasted it on the bkg

Look up some photoshop tutorials online; all that entails is cropping or using the magnetic lasso (with at least 2 points of feather) around the image you want (in that case the body), and then cut and paste it onto a background which you've chosen...then, making sure the background layer is first, then the image second, you use the text tool and create whichever text you like (there are MANY text tutorials online) and make sure the text is the third layer.

You then save it as a .psd, and then flatten the image (at the bottom of the "layers" menu) and "save as" a copy in .jpeg format.

There are lots of ways to do these things, and once you're used to photoshop, they're very easy.
