Photoshop help? Can anyone modify this photo 10 pnts.?

Im not asking for any oppinions on this photo I know its not the best.

what Im asking is can anyone use photoshop for me?

to make it better? for example make it look like the person has a tad more eyeliner on and mascarra and maybe make the eyes a bit bluer??

and maybe the hair a bit more blonder.

Can anyone help me?
