Photoshop help please

Hello.

Look at the images provided by the links below.

They all have the same watery effect, and have been edited to look like that.

The pictures I am starting with are photo real, and I want them to have the strange painted effect that these have...(not the comic bubbles and frame)

Nothing in the liquify gallery gives the same effect, and I really want to use it on my next piece of work.

Any links or guides or tips is greatly appreciated.

Try the gaussian blur and see if that gives it the same effect.  It doesn't look watery as much as a blur was added.
