I have two pictures on two different layers in photoshop. How can I change the size of one without changing the other? Also, can I crop one without cropping the other?

  1. Make sure the layer you want to resize is active. Press Ctrl +T and a box will appear around the image. Press Shift while dragging one corner of the box to resize the layer.

As for cropping, I don't think you can use the normal cropping tool for layers, but I could be wrong. You can outline the area you wish to keep, apply a layer mask, and paint out the area you don't want.
