    Straight to the point.  You can get NO decent piccolo for under $169.00.

    The closest you will find is a nice used one - in good condition - and that might cost you over $300.00.

    Let me clarify something.   There are tons of cheap imported piccolos on the market today and you can find them for $99.00 to about $150.00.   What you will also find if you purchase one is a world of headaches and heartbreaks as your parents will probably not allow you to get another when it breaks down... AND it WILL break down.  In fact,  it might not play properly right out of the case.

    Check with what is currently available on eBay.   Only consider the name brand piccolos - the ones that have good reputations:

    Yamaha - Gemeinhardt - Armstrong - Artley - Jupiter - Emerson which seem to be listed now on auction.

    Just remember,  should you decide on one of the no name brand varieties,  you won't be playing piccolo very long, as they don't last very long.

    I am most confident that anyone answering your question who has had experience with cheap imported, off-brand piccolos.... or flute professionals will agree with me totally.
