Picture editing? Please help?

okay so i would like to edit a picture and put a background on it.

Does anyone know any free web sites that i can use to do this or any free down-loadable picture editing software ?

Try picnik. It's free, and really easy to use. Even an idiot could use it.

You can change the colour of stuff, red rid of pimples, and tons of effects!

You can always use gimp

it works pretty good although it can be confusing at first..
