Picture problems?

On pictures people change there eye color to blue or something like that. can someone please tell me how to do something like that?

to change basic color, open image, select eye with lasso or round selection tool, then adjust hues,

you could also add layer over eye to adjust color and hues with saturation and adjust layers opacity and modes for overlay,

Using photoshop is the best way.

Zoom on your eye,

Click on the BRUSH TOOL.

Choose the COLOR you want to use.

Chose a SOFT ROUND BRUSH and  Put the MODE on overlay. And start coloring. And you can undo the unwanted parts by using HISTORY TOOL.

It's easy.
