Picture screen. my television has no picture or sound it just has black background with a white

my television has no picture or sound it just has black background with a white horizontal line in the middle

same exact problem. about 1/4" horizontal line across center of screen. it's obviously projecting only that much of whatever is on screen as colors change, brightness, etc . occasionally recovers but no way to know when.has anyone replied for a solution? this tv is not worth lugging to a repair shop since i know they will just tell me its cheaper to buy a new one than to pay to fix this one. ugh!
