Pictures to animations?

does anyone know of any programs that take regular pictures and can turn them into animations?

You can put it in photoshop and use an action that you can download.  Or in Photoshop, use the cutout filter and then outline the shapes with black (it is easiest to do that if you select it with the wand, but it on it's own layer and the use the outline for all of the items on that layer through the layer control panel).
