Picure problem?

There is something on top of a image is there anyway to remove that and look at whats underneath?

the thing on top of the image is something used through paint.

There was a Mr. Bean movie in which he damaged a valuable painting and tried to undo the damage, but the more he tried, the worse it got.  Are you sure you want to go down that path?

Or are you talking about a picture on a computer?  You might be able to edit the whole thing with paint, to try to remove the part that's in the way.
