Pine Cone Germination?

Question

I can never find a male pine cone. There's this thin paper like stuff on its scale ( I don't know what it is called). Will it be able to still make a seed if they are black and dry? I saw this video http://youtube.com/watch?v=o6Se_9y68P0 that showed that the thin paper thing on top of the scale was white. I have the same pinecones as the video
