Sorry, misunderstood your question. I thought you wanted touristy things to see etc, whereas you just want to 'hang out somewhere'. A good place to 'hang out' is the main square in the main shopping centre in Perth, opposite the Railway station. I spose.

midland train station, there are plenty of people hanging out there not doing anything, then headacross to my liquor store and try to steal off me

Fremantal all the way, its got the beach, seafood, markets and an amazing sunset what more could you ask for

Do you mean tourist things or hanging out on the streets?

A great tourist and local place for food and beer is Little Creatures in Fremantle, northbridge for clubs and pubs(Black bettys, Paramount, mustang bar etc) or Margaret River and Yallingup for surfing, breweries, vineyards, cheese and chocolate factories and scenery.
