Plan to rent a car in Pescara Italy & drop off near rome. we don't want to drive into Rome? closest drop off?

a suburb or city close to rome where we could then catch a train or metro into the city. We will be arriving late evening.

With few exceptions, most rental firms have a desk at fumicino which is outside Rome proper.  I would check with your rental firm about leaving it a the airport. There will be a drop off charge if you don't return it to Pescara. They may have some offices outside of Rome, but I doubt that many of them will be open late at night. There should be no problem at the airport. You might have to catch a cab back into

rome, but I am sure that metro will be able to service you.

I would leave the car where you'd picked it up in Pescara!  Not only will the car hire firm make you pay more to have a different drop off point, but you can admire the scenery going across Italy even better from the train or the coach.  The trains and coaches don't cost much (c. €12 for the train or c. €16 for the bus) and get across to Rome from Pescara faster than I do in my car!

If you have a reason for wanting to drop your car off near Rome, most firms will have a desk at the airports.  From Pescara, coming in on the autostrada, you can reach Ciampino fairly easily (but avoid rush hour).  You won't go into the centre of Rome, but instead you'll take the GRA ring road, following the airport signs - the route is easy, although the traffic can be heavy.  Then there are coaches to get you to Rome centre.

Other towns en route that you could try would be, in order of closeness to Rome: Tivoli, Carsoli, Avezzano - these all have autostrada exits.  Have a look on a map website and check where the train line passes to make sure you'll be able to get on to Rome easily.
