  2. It is probably the Planning Eng job to schedule work around the weather, and weather forecasts, so I suggest it is not he/she that keeps the log. He/she would have a conflict of interest in cases of dispute about progress achieved and weather conditions.

    Better to have someone independent but reliable, so, Site Eng.
