The "skim" coat on the plaster ceiling has a 4" round "bubble" where there must have been a leak & dripped thru the ceiling. Can I scrape this "bubble" off, sand, & repaint without it continuing to flake off in the future?

  1. cant see no reason why not ...but pva the area first

  2. just scrape it sand it, if there any wholes or marks  fill them with a  paintable filler, an simply paint

  3. Go ahead and scrape out the loose plaster. Then prime the area with an stain blocking oil base primer like 'Kilz' or 'Zinsser cover stain'. You must prime the plaster before you patch it for two reasons. 1. To block out any future water stains. 2. When you go to patch it, the primer allows the filler (drywall mud or plaster) to adhere to the ceiling better. If you don't prime it, then what will happen is it will start to crumble and fall apart in a couple of years. Give the damaged area two coats of primer and let it dry for several hours prior to patching.
