Playback of a cd or dvd

Question

When i playback a cd, the sound is very choppy.
When i playback a dvd, the sound and picture are very choppy.
If i playback from music on my hardrive, then playback is fine.
The problem only occurs with an actual cd/dvd.
This happens with whichever program i use for playback
