The CORRECT answer is that the first foul shot when only the black ball is left ends the game, therefore in this scenario, when player one goes 'in off' the black the referee will award player two, seven points and that is the end of the game so player two wins by four points. I am a club umpire and the answer to your question is player one loses the game, the rule is any foul committed on the black ball is end of game. Unless it constitute a tie in points after the foul is committed then it will be a re spot of the black ball.
