Pleas help with the noise?

Ok so i have a Panasonic-PV-GS83

and i need to know how to put the car noises and the wind noises in the background and learn how to Actually Hear The voices Please!!!!!

using an external mic would probably help 'cancel' or minimize background noise.

PV-GS83  has a cold shoe which might allow attachment of external mic. Also reduce gain to 35-40 if vcam facility wud allow.

The PV-GS83 has some sort of wind noise reduction built in, but if that's not doing enough you'll have to get closer to your subjects - there's no external microphone jack on that camcorder.  Alternatively, maybe you could record the voices on something like an MP3 player and edit them in.
