Please can someone help me sort out why i cant have a source dedicated server?!?!?!?!!

i have been trying to do this for a couple of months now. I am trying to set up a source dedicated server on Steam which is a client for playing games and talking to people. Also on Steam is a programme to make a Source Dedicated server for a couple of games i play, which are Day of Defeat:Source and Counter Strike: Source. I open the free software and it starts the server making tool asking how many spaces on the game server i want, if i want passwords and the name. I complete this all and click "Create Server". everything looks like its going fine until i find out no one can connect to it. It says on there that the server ip is 192.168.2.2:27015 which is my internal ip. but it should be 86.133.4.225:27015 which is my external ip. i have allowed the programme through my firewall, i have tried to forward the ports but nothing has happened. I have a Belkin wireless router if this helps. my ip is 192.168.2.2 and my external ip is 86.133.4.225

please can you give advise that can help me.

  1. Your IP is not responding .. I would guess your ISP's own firewall may well be blocking access ..

    [are you paying them for a static IP and the right to run a Server on that IP? ]
