  2. It is saying that youth,immaturity, ignorance and drunkenness can be changed but stupid can't.



  3. I think it has something to do with self-awareness. You get older, you get more mature, you get smarter, you can go to rehab, but if you don't realize your faults/shortcommings etc then you can never be wise.

    Smart doesn't equate to wise?
