i think it means with some people, like writers, poets or designers, imagination is important because you need it to create something.  with other people, like lawyers or something, you don't need imagination as much.

Imagination is something that should be protected, and some people or beings don't understand the full importance, and don't appreciate it. Others are more wise and understand it and praise imagination and creativity.

"Easy english" (Paraphrasing is the appropriate term). Imagination is a beautiful thing.  In some places is not appreciated and in some other places is almost like heaven.  Or in some places imagination is a thing nobody cares about and in some other places imagination is a something very important.

Imagination is a beautiful vital thing, especially to the poet. He or she is trying to express how although it is wonderful, many take it for granted (eg doctor, hardly need imagination, don't really need to use it that much.) Which is a very low thing in contrast to how poets, authors, artists etc use and need it so much.
