Please explain to me why and how Mexico's government is so CORRUPT?

in my personal opinion, it's cause Spanish cultural heritage.

when they conquered Mexico just cared about gold, gold and more gold. they lied to get it.

they told to Aztecs that they had a disease that could be heal only with gold(just a example)

Juan is correct. I'm from Chicago but have been living in Mexico for 5 years. The general concensus among all educated people whom I have spoken to is that this form of government was inherited from the Spanish. But it's getting a little better. Remember........Mexico has been a TRUE democracy for only 8 years. It'll take decades to straighten out this mess.
