1)  The military or university system.  People from all ranks of life join both institutions and they promote themselves through their meritous works.  

2)  Throughout a student's career in the public school system they are routinely tested with state-level standardized tests.  For example, at 3rd grade a kid is tested, if he scores high in a certain subject he is put in an accelerated level class the next year.  Naturally this student is given more advanced work and more one-on-one tutoring, so the next year when he is tested, he will score even higher on the tested and given a more accelerated class in the future.  

Conversely, if at the 3rd grade a student tests low in a certain subject, that student is put into a more remedial class the next year.  The remedial class does not encourage the student to achieve much, so the next year when the student is tested again, the student has even poorer scores on the tests.
