  1. Standard form is y = mx + b.

    Perpendicular lines have a ratio of slopes equal to -1. Since the slope on the original equation in your question is -1/2, then the line perp. to it has to have a slope of 2....right?

    Then, once you have the slope, you need a point (given in the question --- 1,3) and you can easily find the equation using the point-slope equation.
