This means that people have to believe a specific thing before a liberal government will be possible. Your quote doesn&#039;t include what that thing is - maybe there is more to it. Mr. Locke is saying that once this &quot;belief&quot; is widely spread among citizens, then the conditions for a liberal government will be &quot;ripe,&quot; or in other words, people will be ready for it.
