  1. You have two typos.   AMNAGE should be MANAGED and THAT CAN BE MADE should be THEY CAN BE MADE.   An example could be in the area of domestic violence.    A man tells his wife he is going down the pub because that is where he meets other men who can give him leads for his business.   He thinks she believes him because she doesn't say to him that she disbelieves him.    He is away too long, way after the pub finishes and comes back with his tie shorter than when he left, and lipstick on his undies.   She says she doesn't believe he really went to the pub at all.   He hits her till she says she does believe him.


  2. It sounds like you're reading Machiavelli's "The Prince". Consider Machiavelli's overarching beliefs about humanity as a whole, especially his belief in the necessity of the use of power to compel a ruler's subjects to act in his be half.

    Or just read the Wikipedia page: http://en.wikipedia.org/wiki/The_Prince. It won't give you the answer straight-out, but it's a start.

  3. I sounds like a totalitarian or (Republican) statement.  I think it is trying to explain that people will beleive anything but can change their minds easily... therefore planning should be made to force the people to beleive your view... otherwise they will change their minds.  

    Something like that
