In page 5, there is a graph showing the U.S.'s financial assistance. And is the unit of its figures "million"? 500 million dollars, 3000 million dollars of contribution, for example?

Yes.  It's how many millions.

So, 1000 million is 1 billion, and so on.

Yes it is millions. So as "Sweet Tart" or "Sweety Pie" or whatever her avatar name is I can't see the whole thing, 1 billion is 1000 million. Sweety Pie was the first to answer correctly so give her the 10.
