Please help me remember the name of a movie!?

Question

I haven't seen the movie in a very long time and I recall it being made in the 80's. When I think of it, it reminds me a little of Waterworld. There is also an aspect of the people that live underground like in Demolition Man. All I can remember about it is that it is set in the future and the ozone layer has decreased to the point where people can't go outside anymore and they live underground or in run down facilities. The world is poverty stricken I think. If they do go outside they get hurt really badly unless they wear special clothing. From what I remember there are rebels that add to the story line. I'm pretty sure there aren't any aspects of robots or machines. Anyone have any idea what movie this is??

it almost sounds like "Total Recall" but that is set at Mars
