Question

If someone ask you" Who wrote this?". If you wrote it, would your answer be "I" or "me" ?

Is it correct to say" People immigrated to the U.S"

I need to write a short essay about 1 problem in the U.S. before 2008, I would choose the the title " Immigration". Does it sound ok? What tense should I use on my essay?

Do you have any ideas to help me with my essay?

"Who wrote this?"   answer   "I did" or "I wrote it."

"People immigrated to the U.S."

Your essay title sounds fine to me. The tense you choose depends on when the events you decide to write about take place. Since you said the essay is about problems before 2008, probably the majority of the verbs should be in past tense.
