here is a number of some one i know who lives in brazil, the cell number is 9141***8 and the state code is 47, if iam out of brazil how can i dial the number ?

try to affix the country code in the beginning then dial it.if it won't work try adding a plus sign before the country code + the cellphone number.

go to a place to get blazil phone cards, n ask the  familiar number.

dial "0" before the state code.  

checked if the number's roaming, okay?  

if it is and you have an IDD (international direct distance dialling)-enabled landline fone, you could access it easily as an operator will be there to monitor the call transfer.  otherwise, if you're calling from a mobil fone, i don't think why you can't get through, provided you have enough fone credits/load.  

if it's not, better seek an assistance of an operator to connect you to your call.  good luck!

47-91-41-***-8  Maybe you can dial the operator (0) in the USA, i'm not sure about other places, tell them you want to make an international phone call and the number and they will be able to place the call for you.

whatever you gotta go for international,

Now, if you are in Brazil to call international it's a whole different and more complicated situation, of course, in Brazil everything HAS to be more complicated.

Hm, when I was in Europe, I think I just had an international calling card to call back home in the U.S.

Depends on where you live. Find the number thats used for long-distance or international calling.
