When I was a kid I first started making animated gifs (like what you want) with the "gif construction set" from Alchemy Mindworks (link below). It used to be freeware, now it's about 25 bucks but it looks a lot more user friendly than it was. (oh man, that was about 15 years ago!)

I just did a few searches for free programs, and found  this download and little tutorial (the second link below)- It'll tell you everything you need to know.

You can also make animated gifs with Adobe After Effects.

You need photoshop or paint.net. Then you use a gif program. gifworks.com i think....just google it for a free one. It will explain it later
