Locker: Find great pictures of you and your friends, pictures of your favorite places, pictures of anything at all!  Paste them onto colored paper and decorate, so it looks like a frame.  Punch holes in the top of them and hang in your locker with fishing line.  Sorry, I don't have any pictures.

Bulletin Board:  Cover it with a cool fabric and criss cross matching ribbon over the top of it.  Sample:
