Please help with this knitting pattern!?

ok, im knitting this pattern: http://www.knitty.com/ISSUEspring05/PATTido.html

im knitting it in a small size and i wanted to know, right at the beggining of the instructions where it says "decreasing 1 st in last repeat every round until 3 full repeats have been decreased. 36[45, 45, 45] rounds have been worked, 48[60, 72, 84] sts rem." is a repeat every 12 stitches or is it a whole round? or is it knitting rows 1-18 in the circular pattern 3 times? please help i am so confused. also, im pretty sure it is, but am i right in thinking that a round is just knitting a row on a circular needle but when the ends are joined?
