Please is this okay to do?

I bought a Razr and a unactivated ATT SIM card off ebay. Know can I activate them both on the ATT website and then use"pick your own plan" for 39.99 monthly? Thanks

yes you can.  Its called CPE (customer provided Equitment)

you need to call them and tell them that you want to activate that simcard and they will ask you the code on the simcard or they can send you want if you are their customer.

Maybe if you bring the Sim to the AT&T store they can activate it and you won't have to buy a new phone.

A blank SIM card is no use to you. You probably don't have a SIM card reader, so you can't get your account details on it. You will need to go into a store and see if you can get a SIM card from them after starting and account.
