My guess, as a Canadian, is for her to look up "Immigration Office" in the blue edged pages (gov't listings) in the back of any local telephone directory.  If there isn't a dedicated section for government listings, or even if it doesn't have a blue edge, I'm sure looking up 'immigration' in a phone book is a good place to start in any country.  Most international airports have an immigration office, too, so she could visit the airport and ask around.

No, because you'll only end up bringing your entire family over and have them all living off an already over-subscribed benefit system that is bleeding this country die, not to mention the fact that this country is already full of foreigners and we are in serious danger of losing our national identity.
