Please open help on video editing

Question

is there a way to download something that can split parts of a movie that you recorded on a dvd. for example if you were taping a talent show and you wanted only one part of it so you wanted to CUT it. is there a program you can do that in without editing the whole DVD but saving it in something else ?

i have a dvd-r maxwell
