Almost perfect. Maybe another Prime Material Dragon would be good, but otherwise great. Another form of Macro Monarch which is a personal favourite is Macro Counter. It basically works the same as a normal macro deck using some of the D.D. monster to tribute for the monarchs, yet it has a lrage control aspect that comes with the several counter traps required for it to work. If you are able to get these cards then I would make your deck more like this one.

Like I said, your deck would be good with another Prime Material Dragon, but otherwise you should probably change your deck to be more like this.

cut out the Granmarg the Rock Monarch since u have a nobelman of crossout alredy and also cut out the radiant mirror force. horn of heaven would be nice since your survivors and scout plants keep comming back and put a spirit reaper in too. more Macro Cosmos are needed, cut the chaos end. cut the heavy storm and add 1 mobious. i'd say ad another scout plant as well... like other cards burden of the mighty is not going to do any good unless you have 3 of them. teh rest looks good...
