Umm, rate it 8/10. You have pretty good cards in there, like raigeki and stuff, but most of them are banned sadly, so no use in tournaments. You also rely too heavily on summons, like Dark Magician. You should be more flexible, limiting to only 3-4 level 4-12 monsters, with at least 1 or 2 being able to be special summoned rather than tribute. I would suggest copies of Luster Dragon. Ritual Summons are kinda risky, since you waste so mucha nd they can get killed easy, so I wouldn't go there. Most top duelists don't go into Fusion/Ritual monsters.

9/10, good but it won't  hurt to take out a few cards cause u have too many. also many of the cards are banned. my suggestions are too add a few good effect monsters ex: penguin soldier/penguin knight etc. Lastly  try to take out b skull dragon red eyes b dragon and add in  penguin soldier and penguin knight
