  3. You don't mention the time of year you will hold this event, and some of SF's parks can get a bit chilly during foggy months (June can be cold here!).  The farther east you go, the less likely your event will be fogged in.

    Golden Gate Park has tons of picnic facilities and barbecue pits all over.  You need to reserve them in advance through the GGP Parks office.  

    Ditto with Crissy Field.  You have the beautiful bay and bridge view there, but of course a cold wind or fog can be the price for the view.

    Dolores Park tends to be a bit warmer, although parking in that neighborhood is a lot more limited.

    I agree with Spirit that Stern Grove can be lovely, but as the farthest west location it can be the coldest and foggiest of all.

    Or if you want something more upscale, there are some beautiful old mansions up on Broadway with open terraces overlooking the bay that rent out for private parties.  Ditto with patio space inside the Fairmont Hotel, or rooftop space on some of the highrise buildings downtown. All would be a lot more private, and easier to control the temperature because they are sheltered from wind and suitable for outdoor space heaters if you need them.
