  1. In the U.S., there is increasing criticism of heavily endowed institutions like Harvard, Yale and other Ivy League schools, which have failed to use funds from their large endowments to keep tuition cost increases in line, while continuing to expect students to pay higher tuition, often by means of government guaranteed student loans. In an effort to avoid Congressional action, Harvard and Yale have deepened their financial assistance programs to middle class families, substantially. http://www.aei.org/publications/pubID.27...

But, it's not an issue with uniform support around the country: http://media.www.diamondbackonline.com/m...

And even at places like NYU http://www.makenyuaffordable.org/ , tuition reform proposals and organizations working for tuition policy reform are having a hard time, in the face of economic pressures on institutions for educational improvements and rising staff costs.

So, I don't know whether it is "winnable" in the sense of becoming a mainstream politcal interest in upcoming elections and public policy debates. But, if market forces fail to control tuition hikes, it could become such an issue, in future public policy debates, or even elections.
