If they're baggy from heredity and excess skin they only thing that will help is eye lift surgery. No creams, sleep, or medications will work. Believe me, I've tried. 2D

If it's baggy eyes from sleep, the best way to get rid of it is to sleep it off. i know it takes ages but it really works.

there are cosmetic creams which "may" be able to remove them or make them lighter, but there's no scientific proof.
