I was trying to find an English translation for this when I thought there must be some Latin scholars/academics on Yahoo!Answers.

  1. I'm not an academic, but I am a student of Mr. A. Homer Hilsen.

    I think it means something like "This bicycle allows vigorous recreation in the countryside"

    ludere (play)  quo (at)   velis (vigor)  birota (bicycle)  permittit(allow) agrestis (the country).
