Pls tell me about need to improve skilled manpower?

There is a need to improve skilled manpower to be ready for when tasks need to be done less training will be needed.  A person trained in basic operation of test equipment will be able to handle testing.  One without training will need to be trained on how to use the equipment before learning what test need to be done.  An analogy may be before you can do your economics homework, you have to know how to read.  Even then having an English class to improve your skill on report writing, would be helpful.
