The house is brick and the pipe barely sticks out from the wall.

  1. Sounds like you'll need to get a plumber in there.  It's not a hugely expensive job, but be sure he installs an anti-siphon valve because those are now required by code and are an excellent idea anyway.

  2. You can call a plumber to sweet a new hose bib on. He will have to remove some of the brick from around the spigot to do this. In my area, the plumber will knock the brick out, but will not replace them. It is fairly easy to do yourself after he has gone. Make sure he breaks them out on the grout lines so you can replace.

  3. Turn off the water to the house.  This valve would probably be in a concrete box near the sidewalk.  Most hose bibbs are threaded connections, so using a large wrench turn the bibb counterclockwise.  If it begins to loosen, remove the bibb.  Place three wraps of teflon tape on the threaded end of the pipe and thread on a new hose bibb.

  4. can u get to the pipe from the other side of the wall to do the repairs?

  5. Turn off the water supply..If it is an older home, their may be a shut-off valve on the line that goes to the subject spigot.  Attempt to unscrew the bib, but rather gingerly.  If it is a frost-proof faucet, you may need to heat & release a copper coupling in your basement.  Then you can pull it out far enough to install a new big on the end.
