Plumbing - no cold water from cold water tap

Question

I can not get cold water from my bathroom sink cold water tap. It will come out luke warm. I checked the washer and the hot water is not bleeding into the cold water line. I had someone look at it and they said the cold water line must be near the hot water line which produces the luke warm water instead of cold water. He said there was nothing he could do about it. However, my apartment neighbor does not have this problem. I would have to run the water for about 2-3 minutes to get it to cool down but then it doesn't stay cool for long. Why would the cold line water be luke warm?
