Who came up with that topic?  It doesn't make a lot of sense.  It's not lack of motivation that prevents learning, it's lack of self-direction.  Just like young students would be, individuals with mental retardation are unable to understand the resources and tools available and necessary for them to learn.  The topic needs help!

If someone is intellectually challenged (a politically correct way of saying "mentally retarded"), lack of motivation probably has very little to do with lack of achievement.  When someone has an issue with this kind of disability, the reason has more to do with lack of intelligence rather than lack of motivation.  I agree with the previous responses:  the topic makes little sense.

You should start your research off by finding a definition of what a developmental disability is.

Beside that, you need to research the topic yourself instead of having other people research the topic for you.

Whoa - not a lack of motivation!! Have you ever worked with or studied with someone who has a cognitive problem?  Depending on the specific disability, the student cannot learn by traditional methods.  The challenge in special education is to find the method that works for each student.

The limiting factor in motivation here is the frequent frustration of not understanding expectations or outcomes of a lesson.  Failure is a big factor in losing ones motivation.
